Baltimore's drug trade opens onto police departments, work, politics and institutions with incompatible incentives. The reward is gradually recognising how one person's apparent failure can be another organisation's successful routine. It asks more patience than an ordinary detective show. Give the opening stretch room to establish its people rather than expecting every thread to announce its purpose.
