Elayne Whyte Gómez
Person
Whyte Gómez chaired the UN conference that negotiated and adopted the Treaty on the Prohibition of Nuclear Weapons in 2017. The Costa Rican diplomat helped bring state delegations and civil society into a process centred on humanitarian consequences. Its legal prohibition for participating states was a different achievement from persuading nuclear-armed governments to join, an essential distinction when judging the treaty's reach.
