Jaap Ramaker

Ramaker chaired the final year of Comprehensive Nuclear-Test-Ban Treaty negotiations in 1996, producing compromise text from a long-running dispute. The Dutch diplomat's work makes the distinction between agreeing a document and activating it especially clear. The treaty bans nuclear explosions, but its demanding ratification conditions have kept it from entering into force; a negotiated text alone could not settle that political obstacle.
