The Sandbaggers (1978)

Neil Burnside's hardest battles can be over authorisation, resources and whose political interests a mission actually serves. Roy Marsden gives the bureaucratic conversations a pressure of their own. The 1978 series looks spare and its attitudes can be abrasive or dated. Choose it when an argument over sending someone into danger is more compelling than a demonstration of clever equipment.
