Born
Saskatchewan introduced universal public hospital insurance under Douglas in 1947, demonstrating a provincial route to broader coverage. His government also prepared the expansion to doctors' services, which was implemented under his successor Woodrow Lloyd in 1962 amid a medical strike. Douglas belongs here for building the political and institutional groundwork, with that handover preventing the familiar founding story from erasing the people who carried implementation through.
