Born
Hawke's government restored a broadly universal national insurance model as Medicare in February 1984, drawing heavily on Whitlam's earlier Medibank design. Commonwealth agreements funded states and territories in return for free treatment as public hospital patients. His example concerns restoration and consolidation rather than invention. It also shows why national coverage depends on intergovernmental agreements when the institutions delivering care belong to different levels of government.
