Gough Whitlam
Person
Born
Medibank began in Australia in July 1975 after Whitlam's government overcame parliamentary resistance to its legislation. It widened access through national health insurance and arrangements for public hospital care. The programme's rapid alteration under the succeeding government makes it a useful case of institutional fragility: winning passage and starting a service did not ensure that its original coverage rules would survive the next political transition.
