Rab Butler
Person
Born
As education minister, Butler led the 1944 settlement that established free secondary education for all in England and Wales. Its structure and planned rise in the school-leaving age required years of implementation. The reform expanded entitlement while retaining selection between different kinds of secondary school. Compare Butler with Crosland to see how agreement on wider access could coexist with disagreement about whether children should be separated by assessed ability.
