Person
Born
Torres Bodet's later term as Mexico's education minister brought the Eleven-Year Plan for expanding primary schooling and the introduction of free textbooks. The first books reached pupils in 1960 through a new national commission. His contribution links access to the recurring materials that teaching needs. More places and common books were concrete instruments of reform, though neither by itself guaranteed that every child would complete school or learn equally well.
