Jakob Reumann
Person
Born
Reumann, Vienna's first Social Democratic mayor, helped establish the city's interwar municipal housing programme. Building-rule changes and the programme adopted in 1923 provided foundations for the much larger construction effort under his successor. His role is best read as political and institutional groundwork, not personal credit for every later apartment. The example shows how a city can treat housing as a continuing public responsibility rather than a single emergency scheme.
