Hugo Breitner
Person
Born
As Vienna's finance councillor, Breitner helped make municipal housing possible through tax reform, including the earmarked housing tax introduced in 1923. His importance is financial rather than architectural: low-rent construction required a way to pay for land and buildings without placing the whole cost on tenants. The programme also depended on the city's wider fiscal arrangements. It offers a useful comparison with systems funded chiefly through household mortgages or developer incentives.
