Bevan directed Britain's post-war housing programme alongside his health responsibilities, treating council housing as a broad public service. The 1949 legislation removed the restriction of local-authority provision to the working classes. That widened the institutional ambition beyond housing only a narrowly defined group. His approach is useful for comparing quality and social mix with construction volume, while shortages of labour and materials constrained what the programme could deliver.
