Franklin D. Roosevelt
Person
Born
Roosevelt signed the Social Security Act in 1935, establishing federal old-age insurance alongside a federal-state unemployment system and assistance programmes. These were different instruments within one settlement, not a single universal benefit. Agricultural and domestic workers were initially excluded from the contributory pension programme. His role was to secure political backing for the legislation, while Frances Perkins, the economic-security committee and Congress shaped its design and compromises.
