Pierre Laroque
Person
Born
Laroque was the senior administrator who helped design France's 1945 social-security framework and direct its implementation. He worked with ministers including Alexandre Parodi and Ambroise Croizat, drawing on earlier social-insurance laws. His inclusion recognises administrative leadership rather than elected office. The ambition was broad protection against major social risks, but existing schemes and occupational differences survived, making unification an incomplete process rather than a single accomplished act.
