Ferdinand Hanusch
Person
Hanusch coordinated Austria's early republican social reforms as the responsible minister from 1918 to 1920. Unemployment support developed into the 1920 unemployment-insurance law, alongside changes to sickness insurance and labour protection. His contribution shows institution-building during severe post-war disruption. The initial coverage and qualifying conditions remained limited and were contested afterwards; establishing insurance did not immediately include every category of worker.
