Allan Fels
Person
Born
Fels was the inaugural chair of Australia's ACCC in 1995, after leading its Trade Practices Commission predecessor. He helped turn expanded competition coverage into enforcement and guidance for sectors including professions and public utilities. He appears here as an appointed public official, not an elected politician. The contrast with Keating is deliberate: legislation and intergovernmental agreement set the framework, while an agency's leadership, staff and casework determine much of its practical application.
