John Major

Born
Major's government secured the Railways Act 1993, establishing the framework for privatising British Rail and separating infrastructure from passenger-service operation. Franchising changed how the state purchased and supervised services, rather than removing the state from rail altogether. The model was subsequently revised substantially. This is a useful comparison with municipal ownership and integrated transport authorities because the central question is where responsibility sits when track, trains and public funding are divided.
