Fiorello La Guardia

La Guardia's mayoral administration brought New York's IRT and BMT subway businesses into municipal ownership in 1940, alongside the already city-owned IND. The unification changed ownership and governance across previously separate systems. It did not create the later Metropolitan Transportation Authority or instantly eliminate differences between lines.
