Livingstone approved central London's congestion-charging scheme, introduced in February 2003 alongside extra bus capacity. It linked a charge on driving in a defined area with investment in an alternative way to travel. Transport for London designed and operated the arrangements under statutory mayoral powers. The revealing policy choice is this combination of pricing and provision; a launch announcement alone cannot establish how congestion or service reliability changed over subsequent years.
