Castle developed and presented the Transport Bill that became Britain's Transport Act 1968. It provided for passenger transport authorities and executives in major conurbations, and grants for socially necessary railway services. She left the transport ministry before enactment, with Richard Marsh taking the legislation through its final stages. Her contribution is the shift towards coordinating urban passenger services and explicitly funding social needs, rather than requiring every service to justify itself commercially.
