Werfel oversaw the IRS's 2024 Direct File pilot after Treasury directed the agency to test a free government filing service. It accepted 140,803 returns in 12 states, with participating users reporting positive experiences. GAO also identified limitations in eligibility and in the assessment of costs and benefits. The useful achievement is a delivered alternative for eligible filers, not a claim that the pilot covered every tax situation or established the programme's long-term value on its own.
