During Goldberg's IRS commissionership, electronic filing completed its nationwide expansion in 1990. The programme had begun before he took office, so his place here concerns scaling an existing service rather than inventing it. Electronic submission offered an alternative to mailing paper returns and reduced manual processing. It also depended on intermediaries and access to technology; nationwide availability was an important administrative step without meaning that every taxpayer could file directly for free.
