Goh Keng Swee
Person
Born
As finance minister, Goh drove the creation of Singapore's Economic Development Board in 1961 and the development of Jurong Industrial Estate. Public planning, serviced land and investment promotion were used to attract factories, including foreign-owned businesses. The state helped organise the conditions for production rather than insisting that every manufacturer be publicly owned. His case is particularly useful alongside nationalisation programmes: active government and international private investment can be parts of the same industrial strategy.
