Lars August Mannerheim
Person
Born
Mannerheim chaired the committee that drafted Sweden's 1809 constitution and became its first parliamentary ombudsman, taking office in 1810. The institution gave the legislature an official who could examine whether public authorities obeyed the law, separately from the monarch's administration. Its later evolution should not be projected backwards: this safeguard emerged within a political order that still preserved aristocratic privileges.
