William Proxmire
Person
Born
Proxmire helped lead the legislation that became the 1977 Foreign Corrupt Practices Act. Alongside its bribery provisions, the law imposed accounting and internal-control requirements on covered companies. Those requirements strengthened the evidence available to securities regulators, making this an example of improving an existing watchdog's tools rather than simply announcing another anti-corruption body.
