Jimmy Carter
Person
Born
Carter signed the 1978 Inspector General Act and directed the establishment of the new offices in twelve departments and agencies. Bringing audit and investigation work under identifiable inspectors, with reporting obligations to Congress as well as agency leadership, created scrutiny that could outlast an administration. It did not remove those offices from the executive branch or make their holders immune from presidential removal.
