Church chaired the bipartisan Senate investigation that documented abuses by US intelligence agencies in 1975-76. Its findings helped build the case for the permanent Senate intelligence committee created in 1976 and later judicial supervision of foreign-intelligence surveillance. The institutional gain was continuing scrutiny outside the agencies themselves, rather than reliance on an individual investigator. Congressional access, secrecy and political incentives still shaped its reach.
