Murray MacLehose, Baron MacLehose of Beoch
Person
Born
MacLehose established Hong Kong's ICAC in 1974, separating corruption investigations from the police force whose officers could themselves be investigated. It also combined enforcement with prevention and public education. Independence had an important boundary: the commissioner answered to the governor. MacLehose's 1977 partial amnesty for earlier corruption demonstrates how executive decisions could limit that investigative reach.
