John Major

Major established the Committee on Standards in Public Life in 1994 under Lord Nolan. Its continuing ability to examine standards across public office gave ethical reform an institutional home beyond a single scandal. Its limits are equally concrete: it is an advisory body, not a prosecutor or a tribunal for individual misconduct allegations, and recommendations still require action by others.
