B. R. Ambedkar

As chair of India's constitutional drafting committee, Ambedkar defended a strong Comptroller and Auditor General within the new constitutional order. The office's protection and its examination of public expenditure made financial scrutiny more than a department checking itself. He helped shape a collective constitutional settlement; the audit institution also had a substantial history before independence.
