Michel Debré
Person
Born
Debré's role in drafting the 1958 French Constitution centred on making parliamentary government more stable by controlling how the legislature could challenge and obstruct the executive. His presentation to the Conseil d'État described a reworked parliamentary system, not a simple copy of presidential government. The resulting rules on legislative procedure and government responsibility still frame disputes about executive strength. Later reforms and political practice altered that balance, so today's Fifth Republic is not an unchanged expression of his original design.
