Muammar Gaddafi
Person
Gaddafi's Jamahiriya presented local people's congresses as direct popular government, while Revolutionary Committees mobilised support and monitored dissent. Independent political organisation was prohibited, and security agencies subjected opponents to arbitrary detention, torture and killings. The gap between the formal participatory structure and the coercive institutions around it is central to understanding his rule. Reading the official organisational chart alone would miss where effective power and the ability to punish opposition actually lay.
