Stalin's dominance operated through the Communist Party's personnel system and the political police, not simply through speeches or personal terror. Archival records show centrally authorised operations, execution lists and regional demands for expanded repression. Officials translated political categories into arrests, imprisonment and killings, while purges also threatened the administrators themselves. The institutional question is how a hierarchy rewarded obedience to destructive targets and removed the possibility of challenging them safely.
