Mário Soares
Person
Soares led Portugal's first constitutional government in July 1976 after elections and a turbulent period of provisional administrations following the 1974 revolution. His Socialist Party defended competitive party politics during disputes over the revolution's direction. Civilian government did not immediately remove the armed forces' constitutional role: the Council of the Revolution survived until the 1982 revision. His contribution was therefore part of a staged transfer towards parliamentary institutions, rather than a single moment that completed the process.
