The Shield (2002)

Vic Mackey already has authority, a team and a persuasive account of why the rules do not quite apply to him. The series makes protecting that arrangement generate further obligations and betrayals. It is louder and more physically abrasive than Breaking Bad, with police power intensifying the damage. The long-form accumulation is the attraction: an apparently contained decision keeps returning through other people's lives.
