Inspect the people behind the buildings: where they live, where they work and whether their needs are being met. A tourist waterfront and a workers' housing area can produce very different versions of the same island, with transport linking their fortunes. Factions and elections give those local arrangements political consequences. It is satirical management, with unrest and external demands as well as construction, so a handsome district is only one part of keeping the island functioning.
