Neighbourhood identity is built into the rules: bars, parks, libraries, shops and local density help determine which homes can develop. Changing the surroundings can therefore change what a block becomes, rather than simply making its screenshot prettier. Resources and education support the city's growth in place of a conventional money economy. Read it as an expressive adjacency puzzle, where the needs and character of each area are unusually easy to connect.
