Captain of Industry (2022)

Trucks, excavators, belts and pipes turn a rough island into an industrial system whose waste and support needs matter as much as its final output. Research unlocks blueprints for reusing layouts, but keeping the population and production supplied remains a real constraint. Mining changes the terrain you must work around. World-map encounters include ship combat, and the game is still developing in Early Access, so this is a demanding industrial settlement rather than an unpressured layout toy.
