Creative mode removes the campaign's coverage goals, giving composition more room to lead. Normal campaign progress also expands the catalogue of objects and plants. This is best for a carefully framed miniature rather than a whole working city: a fence, discarded sign and trailing foliage can make a scene worth keeping.
