Small Gods (1992)
Book

A god reduced to tortoise form makes belief and institutional power look like very different things. Pratchett builds Small Gods around that absurdity, turning bureaucracy and protected certainties into remarkably exact jokes. No previous Discworld reading is needed, but religious coercion and torture give this humane satire a dark edge.
