A shared pool of Orders makes opportunity cost part of almost everything: moving another unit can mean delaying an improvement or a different campaign action. Dynastic relationships and a changing ruler complicate a plan without making the map irrelevant. It ranks especially highly for repeated single-player campaigns in which choosing what not to do is as important as expanding. Expect a substantial learning investment around its unusually coherent central constraint.
