Cities: Skylines (2015)

The original Cities: Skylines remains a strong choice for shaping a transport network around a growing city's services. A junction, bus line or poorly placed industrial district produces problems you can inspect and redesign. The base game provides the core; expansions add particular transport and management options rather than form a compulsory shopping list. The simulation has quirks, but its established tools make iterative planning rewarding.
