Against the Storm gives you a place to make work with the resources and building choices actually available, rather than an ideal layout copied from elsewhere. Different species' needs, transport distances and storm pressure create unusually lively planning decisions. Settlements finish and the wider cycle continues, so this is a roguelite city-builder for repeated problem-solving rather than one metropolis to keep decorating forever. The base game establishes that complete loop.
