Foreigner (1994)

Human settlers survive on an island under a treaty with the atevi, whose politics and loyalties do not fit human expectations. Bren Cameron’s diplomatic work takes place within that existing order, rather than on a world waiting for humans to organise it. Cherryh makes concessions, technological exchange and limited access part of the lasting aftermath of settlement. This opens a long series and requires patience with court politics; it is useful for thinking about sovereignty through negotiated boundaries.
