A floating Arctic city can be an engineering achievement and still be a profoundly unequal place to live. Miller follows several residents whose work, illness and family connections expose the difference between keeping a structure afloat and making a society habitable. A mysterious arrival brings the strands together in a brisk, angry story. This is a strong choice for thinking about refuge as an ongoing political problem, with technological ingenuity offering no automatic answer to exclusion.
