Funding a ministry is a political promise that may narrow what you can offer the next group, while ministers and newspapers interpret the same economy differently. The accounts are visible; many thresholds and delayed effects are not. Reforms can fail and a presidency can end badly. Replay to pursue another governing programme, rather than to find a cost-free compromise for every faction.
