Robert Peel
Person
Born
Peel secured the 1829 legislation behind London's Metropolitan Police, while its first commissioners, Charles Rowan and Richard Mayne, organised the new force. That combination of political authority and a standing professional organisation is the reason to study him here. Policing also makes the limits of the criterion clear: an institution can endure while its legitimacy, accountability and relationship with the public remain contested.
