William Ewart Gladstone
Person
Born
Gladstone's government established the Office of the Parliamentary Counsel in 1869, initially as an experiment. Henry Thring and his assistant began turning scattered departmental drafting into a more coherent professional service; the office was made permanent in 1871. This quieter example earns its place because clear laws depend on specialist work behind public debate. The lasting achievement was a durable drafting function, not a promise that every law would be wise.
