Otto von Bismarck
Person
Born
Bismarck's governments established compulsory health, accident and old-age insurance in the 1880s, giving social protection an administrative and contributory structure. Employers, workers and public officials sustained systems that later governments repeatedly changed. His repression of social democracy is part of the same political story. The case is valuable for understanding how an enduring welfare institution can emerge from motives quite different from democratic solidarity.
