A right to decent pay needs an organisation able to enforce it. Perkins helped secure the Fair Labor Standards Act of 1938, which created the Wage and Hour Division inside the US Labor Department. Its continuing inspection and enforcement function makes her contribution distinct from simply supporting a bill. It is a useful case for following a reform beyond the signing ceremony into the administrative work that gives it practical force.
